MONTGOMERY, Ala. (WDHN) — Governor Kay Ivey issued all flags to be lowered at half-staff as a mark of respect to honor the longstanding service of former U.S. Secretary of State and Chairman of the Joint Chiefs General Colin Luther Powell, who passed away Monday morning due to complications from COVID-19.
